The original CFL rom I hacked was on the madden91 engine which is far superior to any other genesis game. The only problem is it doesn't work well with kaillera net play for all.
So the solution was to move the cfl rom to the madden92 engine. Which was fine and dandy till Brett exposed the cheese-lob flaw. Which basically lets you lob a pass 50 feet in the air, and push your way into a crowd of defenders or just next to them, and catch it.
Then came the CFL rom on Bill Walsh, which was an experiment. The Bill Walsh rom is way too limited, but it is fun to play around with.
Now I have decided to hack the Montana rom, which is much like madden91, with free flowing players, interceptions, no drill passes, and very little to no pass interference. No cheese (as of yet).
Until madden91 net play becomes reliable I think the CFL aka CFL'95 league/rom will continue on the Montana engine.

Just an update, Madden91 seems to work perfect over Gens Plus - www.retrobase.net/gensplus/ , so as long as that is the case, the CFL league will compete with the m91 rom this year
