This rule is designed to prevent cheese rams.
Any goal scored where the offensive player's stick goes into the Goalies boxed area, if that offensive player does not have both feet in the goalie box and the puck goes in the net between the near post and the goalie or between the goalies legs, that goal will not count.
These goals will not count even if they are "shot" rather than rammed. So be aware.

Goalie ram rule: (AKA the Tony Rule) If the goalie gains possession of the puck (with his star lighted blue and staying blue), if the skater comes into the circle after possession and rams the goalie for a goal, the goal will not count. If any part of the skater's "star" is inside the circle when the goalie gains possession, contact with the goalie is legal.
