Are Penalties staying as they were in 07 Rom?
Why 3 for interference? 1 for Fight? and 2 for Instigator?
Also the Caps have a defensemen #34 (Al Iafrate) playing LW in the 07 rom. Is this OK?

Good questions. Washington defensemen on offense? Probably a simple mistake will be fixed. As for the penalties, as you know, NHL92 calls tons of penalties, so to remedy this, common penalties were reduced to two minutes.
As for larger penalties, these were assigned to "avoidable" penalties in order that we may have decent power plays. Fight instigator usually only applies to someone who intentionally starts a fight. Interference is usually due to sloppy play.

I like the penalties for the most part.
My only suggestions would be.
Interference=2, Fighting=3. Instigator=1
I hate the Instigator Pen in real Hockey so I also hate it here.
So no D-men as forwards?
I am ready to go late tonight after the Game 2 of Cup if you want.

The thing with fighting is anyone can pick and start fights. If someone wants to target Gretsky, they just bash him into the boards and get an automatic fight, and he is out for 3 mins. And they can keep doing that. Really tough if you only have a 1 player team.
With 1 minute penalties for fighting, you can't target a player effectively to knock him out of game. However, if you start fights on purpose, then you give the other player a good power play. For generic cpu started fights, there is usually no fight instigator.

For line change, Offense and defense are separate. Even for Washington, haha.
